Energoatom is the operator of Ukraine’s four nuclear power plants: Rivne NPP (RNPP, Varash), Khmelnytskyi NPP (KhNPP, Netishyn), Zaporizhzhia NPP (ZNPP, Energodar), and South Ukraine NPP (SUNPP, Pivdennoukrainsk). The company’s fleet comprises 15 nuclear power units: 13 VVER-1000 units and two VVER-440 units.
JSC «NNEGC «Energoatom» is a joint stock company, with 100% of its shares owned by the State of Ukraine, represented by the Cabinet of Ministers. Pavlo Kovtoniuk serves as Acting Chief Executive Officer. The Supervisory Board, composed of four independent members and three state representatives, is chaired by Rumina Velshi.

Since March 2022, the Zaporizhzhia NPP has been occupied by russian military forces. The seizure of the ZNPP – the largest nuclear power plant in both Ukraine and Europe – is a deliberate crime committed by the occupying forces. russia has turned the plant into a military base, storing explosives and heavy weapons near the turbine halls of its power units. The site is also being used to launch attacks against Ukrainian territory. Blackouts at ZNPP are becoming increasingly frequent, with russia repeatedly posing a threat to nuclear and radiation safety across the entire European continent. Furthermore, operating the plant on emergency diesel generators significantly accelerates the equipment degradation.

Despite the temporary occupation of ZNPP, nuclear generation remains the backbone of Ukraine’s power system. Energoatom provides more than half of the country’s electricity demand and over 70% of electricity generation during the autumn and winter period. The maintenance campaign, which involves carrying out all necessary technical work during the warmer months, ensures that electricity generation remains at its maximum during the country’s most challenging period of peak winter demand.
In operating Ukraine’s nuclear power plants, the entire Energoatom team adheres to key principles, including nuclear and radiation safety and a strong nuclear safety culture, in support of Ukraine’s energy independence. Radiation monitoring is conducted in real time.


Energoatom maintains continuous cooperation with the International Atomic Energy Agency (IAEA), the leading international organization within the United Nations system that promotes the safe, secure, and peaceful use of nuclear technologies.
In addition, Energoatom works closely with the World Association of Nuclear Operators (WANO) to further enhance the safety and reliability of nuclear power plants worldwide.

Energoatom’s investment projects are crucial to the development and future of Ukraine’s nuclear industry. Backed by a strong industrial base and a highly skilled technical workforce, the country is moving forward with the construction of new nuclear power units, exploring Small Modular Reactor (SMR) technology, and planning the completion of additional units at the Khmelnytskyi NPP.

A project that eliminated Ukraine’s historic dependence on russia has already been implemented and commissioned. Built in partnership with Holtec, the Centralized Spent Fuel Storage Facility (CSFSF) received its permit for commissioning in April 2022. In May 2026, the company also obtained a license for the "operation of a nuclear installation" stage of the CSFSF – meaning for 100 years. This strategic step brought several important achievements to the state: NNEGC saves $200 million annually, which it previously paid to russia for the removal of spent nuclear fuel; the company builds logistics routes and plans spent nuclear fuel shipments to the CSFSF according to its own schedules, demonstrating the possibility of a painless rejection of cooperation with russia.
In addition, in cooperation with Holtec, Energoatom will manufacture containers for spent nuclear fuel. NNEGC and Holtec have also reached agreements regarding the construction of a plant for manufacturing components of small modular reactors (SMR).

Equally important is the partnership between Energoatom and Westinghouse. Together with Ukrainian specialists, a key decision in nuclear fuel diversification was achieved: currently, all Ukrainian power units operate on American nuclear fuel, destroying russia's monopoly. Rivne NPP is particularly notable in this history: for the first time in the world, a VVER-440 type reactor is operating on Westinghouse fuel. This example inspired European countries using VVER-440s to accelerate their transition to western-type fuel. It is expected that by 2028, Ukraine will become the first country in the world to operate all its VVER reactors exclusively on Westinghouse fuel. Work is also underway to establish a fuel assembly manufacturing line in Ukraine.
Due to significant human resource potential in the nuclear industry and a powerful industrial base, Ukraine is increasingly viewed as a strategic partner in technology and manufacturing, rather than just a customer. Our state's many years of experience in operating Westinghouse fuel for VVER-1000 and VVER-440 reactors, combined with the ability to manufacture nuclear-grade components, allows it to play an important role in the revival of nuclear energy in Europe. At the same time, Westinghouse and Energoatom are jointly working on the construction of nine AP1000 reactors in Ukraine, starting with power units No. 5 and No. 6 at the Khmelnytskyi NPP.
One of the first projects within the framework of cooperation with JSC «NNEGC «Energoatom» will be power unit No. 5 at the Khmelnytskyi NPP, for which Westinghouse has already helped prepare the calculation and analytical justification.



Energoatom also continues its partnership with key players in the nuclear industry: EDF, Cameco, and Orano.
JSC «NNEGC «Energoatom» and EDF signed a Memorandum of Understanding in the nuclear energy sector, which provides for exploring opportunities for potential cooperation with the aim of introducing new nuclear capacities in Ukraine, as well as supporting the safe, reliable, and efficient operation of the existing NPP fleet. According to the document, EDF can involve its subsidiaries, in particular Framatome and Arabelle Solutions.
JSC «NNEGC «Energoatom» has a number of contracts for the supply of nuclear materials – enriched and natural uranium hexafluoride. In particular, until 2035, Canada's Cameco will ensure the supply of uranium, which will be enriched by Britain's Urenco.

Energoatom is a socially responsible company, and therefore carries out a number of important projects. In particular, NNEGC continues to bear the main financial burden of ensuring the PSO (Public Service Obligation) mechanism. Thanks to contributions from JSC «NNEGC «Energoatom», the state maintains the electricity tariff for millions of Ukrainian families at a level lower than the market price. Over 2022-2025, the company paid over 528 billion UAH for the PSO service. For the first six months of 2026 – another 131.1 billion UAH.
JSC «NNEGC «Energoatom» stably fulfills its financial obligations to the state and society. The company is one of the largest taxpayers in the country and ensures the complete and timely payment of tax obligations, supporting not only energy security but also the financial stability of the state in wartime conditions. In 2025, the company paid over 44.6 billion UAH to budgets of all levels.
Energoatom has transferred assistance worth over 21.6 billion UAH to the military. Since the beginning of russia's full-scale invasion of Ukraine, NNEGC has accumulated funds to support the Defense Forces. These funds, in particular, were used for:
maintaining National Guard units that guard domestic NPPs – 15.5 billion UAH;
purchasing quadcopters, unmanned aerial vehicles – 5.7 billion UAH, strike drones, electronic warfare equipment, generators, etc;
transferring funds to the NBU special account – 345 million UAH.
Today, about a thousand nuclear workers are defending the state. The company continues to provide them with financial support.
Support is also provided through the public organization «Guardians of Light». It was created in October 2023 at the initiative of employees of JSC «NNEGC «Energoatom» to quickly respond to requests from the military and systematically provide them with necessary assistance. The organization gradually developed and currently has separate divisions in Pivdennoukrainsk, Varash, Slavutych, and Netishyn. Volunteers regularly direct assistance to the military to meet their needs.[_]
In addition, Energoatom, together with partner organizations – the Association «Ukrainian Nuclear Forum» (UNF) and the NGO «Ukrainian Nuclear Society» (UkrNS) – takes care of the development of young personnel for the future of the industry. School Olympiads, career guidance events, and the involvement of NNEGC specialists in the admission campaign mean the future of nuclear energy lies with the new generation. Everything is done to ensure that Energoatom's vacancies are of interest to young specialists.
