The Supervisory Board of Joint Stock Company National Nuclear Energy Generating Company Energoatom ("Energoatom" or the "Company") is launching an international search for its next Chief Project Development Officer (Member of the Management Board for Project Development, CPDO).
About Energoatom
Energoatom is Ukraine's largest electricity generation company and the licensed operator of the country's nuclear power fleet, providing more than 55% of Ukraine's electricity generation and serving as the cornerstone of the nation's energy security.
The Company operates three nuclear power plants — Rivne, South Ukraine, and Khmelnytskyi — while the Zaporizhzhia Nuclear Power Plant remains under temporary Russian military occupation. Together, these facilities constitute one of Europe's largest nuclear operating fleets. Energoatom also operates hydroelectric and pumped-storage generation assets and manages Ukraine's Centralized Spent Nuclear Fuel Storage Facility.
With approximately 30,000 employees, Energoatom is among Ukraine's largest state-owned enterprises and one of the country's most strategically significant organizations.
The Company is implementing one of Europe's most ambitious nuclear development programs, including completion of Khmelnytskyi Units 3 and 4, deployment of new nuclear technologies, development of future Small Modular Reactor (SMR) capabilities, modernization of strategic nuclear infrastructure, expansion of spent fuel management facilities, and continued integration into the European and global nuclear community. Simultaneously, Energoatom is strengthening its corporate governance framework, organizational capability, operational resilience, and international partnerships in accordance with the highest international standards.
A Unique Leadership Opportunity
Energoatom is preparing to execute one of the largest nuclear infrastructure investment programs currently underway in Europe. Over the coming years, the Company will advance the completion of Khmelnytskyi Units 3 and 4, future nuclear generation projects, spent fuel infrastructure, industrial facilities, physical protection assets, and other strategic capital investments that will shape Ukraine's long-term energy future.
The Chief Project Development Officer will lead the executive function responsible for converting these approved investment priorities into assets that are technically robust, financeable, licensable, constructible, and ready for safe operation.
This role extends far beyond traditional project or construction management. The CPDO is expected to establish the governance, organizational capability, delivery disciplines, and executive oversight required to manage a portfolio of nationally significant infrastructure programs with the rigor, transparency, and accountability expected of leading international project organizations. Once project scope, cost, and schedule baselines are approved, the CPDO will be expected to make clear executive delivery commitments and build the organization required to deliver against them.
The mandate requires integrating engineering, project controls, procurement, contracting, construction, financing readiness, licensing coordination, technology partnerships, commissioning, and enterprise governance into a single delivery model that can support long-term strategic execution.

The Leadership Challenge
The Chief Project Development Officer assumes responsibility for one of the most complex strategic infrastructure portfolios in the European energy sector.
Energoatom is expected to deliver a new generation of nuclear infrastructure while operating in an environment defined by wartime conditions, geopolitical uncertainty, evolving regulatory requirements, constrained financing, supply-chain volatility, and intense public scrutiny. Few major infrastructure organizations face this combination of technical, commercial, and institutional complexity.
The challenge is not simply delivering major projects. It is to build executive capability that enables the Company to develop, govern, finance, and deliver strategic infrastructure in a disciplined, repeatable manner. This requires robust program governance, mature project controls, transparent decision-making, reliable execution, and clear accountability across every stage of the investment lifecycle.
Working across the Management Board, the Chief Project Development Officer will integrate engineering, procurement, construction, commercial delivery, financing readiness, licensing coordination, and commissioning into a single enterprise delivery model. Success will depend on close collaboration with the Chief Executive Officer, Chief Nuclear Officer, Chief Financial Officer, the Supervisory Board, government authorities, regulators, international financial institutions, technology providers, engineering organizations, and EPC contractors.
Ultimately, the role will be judged not by the number of projects under construction, but by whether Energoatom delivers nationally significant infrastructure safely, on committed schedules and within approved cost baselines. The CPDO will be expected to establish credible commitments, maintain disciplined control of scope, cost and schedule, intervene early when performance deviates from plan, and create an enduring institutional capability that makes successful delivery repeatable rather than dependent on individual leaders.
Strategic Mandate
The Chief Project Development Officer is responsible for building the institutional capability that enables Energoatom to transform its approved strategic investment priorities into safe, licensed, financeable, constructible, and operational infrastructure — and for creating clear executive accountability for delivering approved major projects against committed cost and schedule baselines.
Working in close partnership with the Chief Executive Officer, Chief Nuclear Officer, Chief Financial Officer, and the Management Board, the Chief Project Development Officer will establish the governance, organizational capability, leadership, and delivery disciplines required to execute one of Europe's largest long-term nuclear infrastructure programs while protecting enterprise value and maintaining stakeholder confidence.
A central responsibility of the role is to build a modern enterprise project delivery organization capable of managing complex strategic investment programsthrough disciplined governance, structured decision-making, integrated project controls, transparent reporting, and internationally recognized delivery standards.
Success will be measured both by delivering approved strategic programs against clear scope, cost, and schedule commitments and by creating a sustainable institutional capability that enables Energoatom to consistently deliver successive generations of strategic nuclear infrastructure over the coming decades.
Key priorities will include:
• Build an integrated enterprise project delivery system that establishes a single governance model across portfolio management, engineering integration, procurement, contracting, construction, commissioning, project controls, and executive reporting.
• Deliver against clear project commitments, establish credible scope, cost and schedule baselines and, once approved, take executive accountability for delivering against them. Maintain rigorous change control, intervene early when performance deviates from plan, and ensure that nuclear safety and quality remain non-negotiable throughout delivery.
• Establish world-class program governance, strengthening investment assurance, portfolio visibility, executive decision-making, and independent project oversight through internationally recognized governance frameworks.
• Strengthen investment readiness by ensuring that robust engineering, credible business cases, disciplined cost estimation, affordability analysis, integrated risk management, and financing-ready documentation support all major programs.
• Develop a high-performing project delivery organization, strengthening leadership capability, organizational maturity, digital project management, technical excellence, transparency, integrity, and continuous improvement.
• Integrate nuclear operator requirements throughout the project lifecycle, ensuring that nuclear safety, licensing, operability, maintainability, commissioning readiness, and structured operational handover are embedded into every major investment program in close partnership with the Chief Nuclear Officer.
• Maintain clear accountability for the operating fleet, recognizing that lifetime-extension and outage-integrated fleet programs remain under the executive leadership of the Chief Nuclear Officer. At the same time, the CPDO may provide project-delivery capability for specifically assigned capital projects or work packages.
• Strengthen strategic delivery partnerships with governments, regulators, international financial institutions, export credit agencies, technology providers, engineering organizations, EPC contractors, and other key stakeholders supporting Energoatom's long-term development.
• Build enduring institutional capability that enables Energoatom to consistently develop and deliver successive generations of strategic nuclear infrastructure over the coming decades.
Candidate Profile
The Supervisory Board seeks an accomplished executive with demonstrated success leading large-scale capital investment programs, complex infrastructure portfolios, or nationally significant strategic development initiatives where disciplined execution, governance, engineering excellence, and stakeholder confidence determine long-term success.
The successful candidate will combine strategic vision with exceptional execution, bringing the leadership needed to build an institutional project-deliveryorganization capable of delivering one of Europe's most ambitious nuclear infrastructure programs.
The successful candidate should demonstrate the ability to:
• develop and execute long-term infrastructure strategies supporting complex, multi-billion-dollar capital investment programs;
• establish world-class program governance, enterprise project management, stage-gate decision-making, portfolio management, and project assurance frameworks;
• lead large multidisciplinary organizations integrating engineering, procurement, construction, commercial management, program controls, commissioning, and executive governance;
• demonstrate a sustained record of delivering major capital programs against approved scope, cost and schedule commitments, including personal executive accountability for delivery outcomes;
• establish credible project baselines, maintain rigorous cost and schedule control, identify emerging variance early, and lead effective recovery when projects deviate materially from plan;
• demonstrate experience recovering challenged projects, strengthening EPC or contractor performance, or materially improving cost and schedule outcomes across complex capital programs;
• build trusted executive relationships with governments, regulators, international financial institutions, export credit agencies, EPC contractors, technology providers, engineering organizations, and strategic partners;
• transform project organizations by strengthening governance, organizational capability, leadership depth, digital project management, and institutional delivery excellence;
• lead organizations successfully through periods of geopolitical uncertainty, organizational transformation, or exceptional program complexity while maintaining delivery discipline and long-term strategic focus.
Candidates with executive leadership experience in nuclear energy, electricity generation, utilities, engineering, major infrastructure, transportation, oil and gas, mining, industrial megaprojects, defense, or other capital-intensive sectors will be particularly well-positioned for success.
Executive experience in commercial nuclear new-build programs, major stand-alone nuclear capital projects, large-scale industrial construction, major EPC programs, nationally significant infrastructure, or government-sponsored strategic investment initiatives will be considered a significant advantage.
Meaningful international experience working with organizations such as the EBRD, World Bank Group, IFC, Euratom, U.S. EXIM, JBIC, KEXIM, Westinghouse, Bechtel, EDF, Framatome, KHNP, or comparable international organizations will significantly strengthen a candidate's profile.
Fluency in Ukrainian and advanced proficiency in English are essential. \
The successful candidate must be capable of meeting all statutory qualification, certification and licensing requirements applicable under Ukrainian legislation to an executive performing organizational and administrative functions related to nuclear and radiation safety.
