In reply to the unfounded accusations of a group of members of parliament of Ukraine regarding the alleged waste of funds and violation of the legislation in the context of the construction of power units at the Khmelnytskyi NPP, we inform you as follows.

The Company repair and reconstruction activities at the sites of Units 3 and 4 of the Khmelnytskyi NPP are carried out in accordance with:

   ⏺ Decree of the President of Ukraine No. 406/2020 “On urgent measures to stabilize the situation in the energy sector and further development of nuclear industry”

   ⏺ Resolution of the Cabinet of Ministers of Ukraine dated 18/02/2009 No. 118 “On priority measures for the construction of Units 3 and 4 of the Khmelnytskyi NPP”

   ⏺ Order of the Cabinet of Ministers of Ukraine dated 26/07/2018 No. 579-r “On approval of the feasibility study "Construction of Units 3 and 4 of the Khmelnytskyi NPP”

   ⏺ Investment plan of NNEGC “Energoatom” for 2022-2026, approved by Order of the Cabinet of Ministers of Ukraine dated 12/08/2022 No. 805-r.

The full scope of procurement of goods and services for the implementation of the mentioned goals are carried out in a transparent manner on the Prozorro site.

We emphasize that the specified repair and reconstruction works carried out within the industrial site of the Khmelnytskyi NPP, do not come within the purview of Law of Ukraine “On Regulation of Urban Development Activities”, do not require approval of design documentation and obtaining a construction permit.

It should also be noted that the operational maintenance of building structures of Units 3 and 4 of the Khmelnytskyi NPP is a complex task that is beyond the scope of routine maintenance. It is about preserving a unique engineering complex.
The social context of our activities deserves special attention. Energoatom is taking measures to ensure proper accommodation conditions for employees of the Zaporizhzhia NPP occupied by russia. Temporary houses are being built for them; in the future, these will also be used for personnel involved in the construction of the Khmelnytskyi NPP.

We consider the recent accusations as another attempt of political pressure and destructive criticism by opponents of the KhNPP completion project.

Nevertheless, JSC “NNEGC “Energoatom” remains unfailing in its mission, holds on protecting the potential of nuclear sector and prepare the infrastructure for future construction.
