The parties discussed cooperation in ensuring nuclear and radiation safety in Ukraine in the context of ongoing russian military aggression, as well as the potential for further development of Ukrainian nuclear generation.

German Galushchenko expressed gratitude to the IAEA for the efforts the agency is making to monitor the safety situation at Ukrainian nuclear power plants.

“The IAEA presence at the occupied ZNPP and the agency’s efforts to ensure nuclear and radiation safety at the facility are very important. We also highly appreciate the presence of permanent IAEA missions at other nuclear power plants in Ukraine. A very positive development in our cooperation was the launch of IAEA missions at the transmission system operator’s substations, which are critical for the nuclear generation operation,” Minister emphasized.

Rafael Grossi drew attention to the fact that the IAEA remains committed to supporting Ukraine in this difficult time, today’s personal visit is the 12th since the beginning of 2022.

The parties discussed the threats associated with occupation by russia of Europe’s largest nuclear power plant – the Ukrainian ZNPP. German Galushchenko emphasized that only a licensed Ukrainian operator could ensure compliance with safety standards at the nuclear facility and its safe operation, therefore the ZNPP must be returned to the full and sovereign control of Ukraine.

Cooperation during the development of Ukraine’s nuclear energy potential was particularly commented.

“Nuclear energy has become a real pillar of support for Ukraine in these difficult times. It has provided stable and reliable power supply during a period of vast crisis – and this is very important. Ukraine is one of the countries with one of the highest qualifications and experience in nuclear technologies in the world. This means that Ukraine already has a huge competitive and technological advantage. In my opinion, it is obvious that further reliance on nuclear industry is not only technologically, but also economically the most sensible path. Very few countries have such an opportunity, so Ukraine should take full advantage of it,” Rafael Grossi said.

German Galushchenko also stressed that Ukraine had a powerful human resource potential for the development of nuclear sector, as well as unique experience in operating nuclear power units in conditions of military operations.

“Despite constant shelling by the occupiers, Ukraine remains among the world leaders in the field of nuclear energy; our specialists have unique invaluable skills even in conditions of attacks. Therefore, I am convinced that with the help of international partners we will keep on developing this area!” Minister emphasized.
