History of creation

Separate Subdivision "Scientific and Technical Center" was established by Order of NNEGC "Energoatom" dated 07/05/2003 No. 261 to make a comprehensive, effective system of scientific and technical support for nuclear industry, ensuring optimal use of the intellectual and technical potential of the Company and scientific and engineering organizations that provide services in the field of nuclear energy and radiation safety use.

Purpose and areas of activity

The purpose of the branch “SS “Scientific and Technical Center” is to provide the Company with the necessary scientific, technical and engineering support. The main task at this stage is to ensure and develop scientific, technical and engineering support in areas of activity related to the operation of reactor cores and fuel use, long-term operation of NPP units and construction of new nuclear facilities.

Branch “SS STC” provides scientific, technical and engineering support in the following areas:

  • strategic research and development in the field of nuclear industry and nuclear fuel cycle development;
  • support for the operation of reactor cores and fuel use;
  • fresh and spent fuel handling;
  • safety analysis for NPP units;
  • radiation materials science;
  • service life extension, long-term operation of NPP units;
  • analysis of structural strength, seismic resistance assessment, management of ageing, service life of NPP structures, systems and components;
  • introduction of new equipment and technologies;
  • analysis of reliability, diagnostics, optimization of equipment operating modes;
  • improvement of water chemistry and water supply technologies;
  • radiation waste management, decommissioning;
  • radiation protection, environmental protection activities;
  • scientific and technical support for new NPP unit design;
  • implementation and development of the NPP configuration management system;
  • implementation of NPP engineering information systems, calculation and analytical tools for NPP safety justifications and support of their operations.

Main tasks

• scientific and technical, informational and analytical support for updating the Energy Strategy of Ukraine, strategic programs for the development of the state in the field of nuclear energy;

• research practice on forecasting the development of nuclear generation, analysis, justification and engineering support for the implementation of advanced nuclear fuel cycles;

• scientific and technical support for the selection and justification of new and promising reactor technologies;

• performance of the functions of scientific support for the new NPP unit designs, providing scientific guidance for the start-up and rise to designed capacity, tests to confirm the neutron-physical characteristics of the reactor core during physical and power start-up;

• scientific and technical support for the implementation of projects for the introduction of new equipment and technologies in order to improve the safety, reliability and efficiency of NPP operation;

• design and justification of the safety of fuel loadings into the reactor core, systems/components for handling fresh and spent nuclear fuel; performance of neutron and physical calculations;

• scientific and technical, calculation and analytical support for the implementation and operation of in-core instrumentation systems;

• scientific and technical support and development of safety justifications for the implementation of new and improved fuel assemblies;

• analysis and development of recommendations for increasing the reliability of fuel assembly operation;

• scientific and technical support for the implementation of new fuel cycles, core operation modes, measures to improve fuel utilization at the Company NPP power units;

• development and maintenance of regulatory and production documentation on the nomenclature of neutron and physical calculations of fuel loading into the reactor core, emergency procedures for nuclear fuel handling;

• analysis of the activity of the primary coolant using calculation systems, development and maintenance of regulatory and production documentation for monitoring the fuel tightness cladding;

• arrangement of advanced training and certification of physicists-calculators of branches – SE NPPs in the use of neutron and physical software systems;

• justification of safe operation when extending the service life or introducing new control rod absorbers of reactor control and protection systems, shielding fuel assemblies;

• solving engineering problems and safety calculation justifications when improving or introducing new technologies for handling fresh and spent fuel;

• development and maintenance of standard programs for nuclear-hazardous activities on carrying out transport and technological operations with nuclear fuel at NPPs and long-term storage systems for spent nuclear fuel;

• methodological support for the development and calculation and analytical justification of emergency documentation (emergency operating procedures, severe accident management manuals, procedures for the management of extended design conditions using outdoor equipment);

• development of methodology and guidelines for the implementation of operational probabilistic safety assessment (PSA), risk-informed approaches based on operational PSA; performance of probabilistic calculations, development and maintenance of PSA databases;

• safety analysis, development of analytical materials and calculation justifications for decision-making on problematic issues at the industry level related to NPP safety;

• periodic safety reassessment for NPP units, performance of calculation and analytical justifications, a set of works to update the Final Safety Analysis Report and develop the Periodic Safety Reassessment Report for NPP units;

• performance of work on modeling emergency and transient modes of reactor facilities to improve operational procedures and NPP safety justifications using computer codes, training and analytical simulators of NPP units;

• development of a regulatory and methodological base, information and analytical support in the field of radioactive waste management, solving engineering problems related to radioactive waste management technologies;

• development of a regulatory and methodological base in the field of radiation safety and environmental protection activities;

• development of regulatory documentation, information and analytical and engineering support for measures to prepare for nuclear installation decommissioning;

• scientific and technical support for extending service life of NPP units;

• development and maintenance of regulatory and production documents on the activities arrangement, methodology for extending the service life and long-term operation, ageing management for equipment, pipelines and structures of NPP units;

• scientific and technical support in radiation materials science, determination of radiation load on reactor components and degradation of mechanical properties of the reactor vessel metal, arrangement of testing programs for reactor vessel metal surveillance specimens, assessment of brittle fracture resistance characteristics, development of justifications for reactor vessel safe operation;

• assessment of the technical condition and calculation justification for service life extension, implementation of ageing management measures and long-term operation conditions in terms of calculation justifications for equipment and pipelines of the reactor plant, reassignment of the permissible number of load cycles for the reactor plant equipment during the power unit long-term operation;

• assessment of seismic resistance of structures and pipelines, qualification of safety-related system equipment for seismic impact, calculations of seismic resistance margin for structural units, buildings and structures, development of regulatory and methodological documents for assessing the seismic resistance of NPP components;

• technical condition assessment and calculation justification for service life extension of buildings and structures, development and maintenance of regulatory and methodological documentation on the strength and stability of NPP structural units;

• scientific, technical and engineering support for improving water chemistry and chemical technologies, development and maintenance of regulatory and methodological documents in the field of water chemistry and water treatment;

• technical condition monitoring and engineering support for the operation of steam generators (SG) and cooling systems, methodological support for SG chemical washing, development of measures to improve SG operation reliability, cooling system efficiency, and turbine condenser integrity;

• scientific, technical and engineering support for reliability improvement, mode optimization, testing, diagnostics, technical condition assessment, and service life extension for main electrical equipment (turbine generators, oil-filled transformers) of NPP units;

• development and maintenance of standard programs for technical condition inspection and service life extension for thermomechanical, electrical equipment, and components of NPP automated process control systems;

• scientific, technical, and engineering support for the operation of cable products and cable tight penetrations;

• development, justification, engineering support for the implementation of new methods, tools and systems for diagnosing NPP systems and components, approaches to using its results;

• development of regulatory and methodological documentation on cyber security of NPP information and control systems;

• development of regulatory and methodological documentation on operational reliability assessment, performance of calculations of operational reliability indicators of NPP equipment;

• engineering support for the implementation of measures to update automated process control systems, taking into account their integration into existing design solutions of NPP units;

• implementation and maintenance of computer codes for neutron-physical calculations, safety analysis, strength and seismic resistance calculations, maintaining a repository of computer codes;

• analytical and methodological support for activities to improve the Company management system and increase the level of safety culture;

• development, implementation and maintenance of operation of information systems and NPP engineering support databases;

• development and maintenance of guidelines, methodological support for implementation, ensuring the operability and development of the NPP configuration management system.
