Energoatom and Holtec International sign a memorandum to deepen cooperation within the framework of the Ukraine Recovery Conference

Energoatom and Holtec International signed a document that envisions the construction of a manufacturing plant for fabrication of small modular reactors (SMRs) and spent fuel casks using Holtec technology.


The memorandum was signed by Energoatom head Petro Kotin and Holtec International Vice President Riaz Awan in the presence of Ukraine's Energy Minister German Galushchenko during the Ukraine Recovery Conference in Rome. Michael Kirst, Deputy Chairman of the Supervisory Board of JSC “NNEGC “Energoatom”, also attended the signing ceremony.

According to Petro Kotin, the agreement outlines the current areas of cooperation between Energoatom and Holtec International and confirms the parties' intentions to implement joint projects on:

  •  establishment of a manufacturing plant for fabrication of small modular reactors (SMRs) in Ukraine based on the technology of the U.S. company;
  • transfer of the technology for manufacturing spent nuclear fuel storage casks to Energoatom.

The head of the NNEGC noted that the Centralized Spent Fuel Storage Facility was built using Holtec technology, and currently, spent fuel storage casks are manufactured in the USA. At the same time, their fabrication in Ukraine will be cheaper.
