The new Management Board member will focus on nuclear safety, operational risk management, and strengthening the resilience of Ukraine’s nuclear fleet amid continued Russian attacks on energy infrastructure.
JSC “NNEGC “Energoatom” announces that Pavlo Pavlyshyn has officially assumed the position of Member of the Management Board responsible for Nuclear Safety and Operations (Chief Nuclear Officer, CNO), following his selection through an independent competitive process conducted by the Supervisory Board.
His appointment marks an important milestone in implementing Energoatom’s new governance model, which clearly distinguishes overall enterprise leadership from executive responsibility for nuclear safety and operations, consistent with established international nuclear industry practices.
Pavlyshyn’s immediate priorities will include strengthening the management of nuclear operational risks, assessing the readiness and resilience of existing nuclear assets, and coordinating measures to address threats arising from continued Russian attacks on Ukraine’s energy infrastructure.
During the initial phase of his mandate, he will focus on reviewing the operational condition and preparedness of Energoatom’s nuclear facilities, strengthening coordination across nuclear power plants and technical functions, and supporting emergency preparedness, business continuity and operational resilience.
Attention will be given to assessing critical operational and technical risks, the readiness of equipment and personnel, maintenance and outage planning, and the effectiveness of existing emergency response arrangements.
Pavlyshyn will also contribute to the Company’s crisis-management efforts concerning its existing nuclear assets, helping to establish clear technical priorities and coordinated risk-mitigation measures under wartime conditions.
As part of his assumption of office, Pavlyshyn will initiate the necessary procedures to obtain the required regulatory authorizations and clearances, including the individual license applicable to the Chief Nuclear Officer position under Ukraine’s nuclear regulatory framework.
These procedures will be conducted in accordance with Ukrainian legislation and in cooperation with the State Nuclear Regulatory Inspectorate of Ukraine (SNRIU), ensuring compliance with the applicable professional, qualification and regulatory requirements.
Until the relevant authorizations are obtained, functions requiring an individual license or other specific regulatory approvals will continue to be performed by duly authorized personnel in accordance with established regulatory requirements and the Company’s governance arrangements.
Rumina Velshi, Chair of the Supervisory Board of Energoatom, commented:
“Nuclear and radiation safety remain Energoatom’s overriding priority. Pavlo Pavlyshyn’s assumption of office strengthens the nuclear operating organization's professional leadership and reinforces clear executive accountability for the safe, reliable operation of our nuclear fleet.
At a time when Ukraine’s energy infrastructure continues to face serious threats, strong technical leadership, disciplined risk management and effective emergency preparedness are essential to maintaining nuclear safety and operational resilience.”
Matthew Murray, Chair of the Nomination and Remuneration Committee and Independent Member of the Supervisory Board, added:
“Pavlo Pavlyshyn was selected through an independent, competitive and merit-based process that placed particular emphasis on nuclear safety leadership, operational experience and independent technical judgment.
His appointment is an important step in establishing a modern nuclear governance model built on professional accountability, clearly defined responsibilities and an uncompromising commitment to nuclear safety.”
Pavlyshyn brings more than 30 years of professional experience in the nuclear industry. From 2012 to 2022, he served as Director General of Rivne Nuclear Power Plant, where he oversaw the operation of four nuclear power units. During this period, he also served as Acting President of Energoatom in 2019–2020. His experience includes nuclear operations, engineering, safety improvement programs, fleet modernization, lifetime extension, maintenance and nuclear workforce development.
Under Energoatom’s new governance model, the Chief Nuclear Officer will provide executive leadership of the nuclear operating organization, with clearly defined responsibility for nuclear safety, fleet operations, engineering, technical policy, maintenance and asset integrity.
The CNO role is designed to ensure independent professional judgment on nuclear safety matters, while the Chief Executive Officer retains overall accountability for the Company’s performance and institutional development. The exercise of any functions requiring individual regulatory authorization remains subject to completion of the applicable licensing procedures.
Energoatom continues to prioritize the safe, reliable operation of Ukraine’s nuclear fleet, the protection of critical nuclear infrastructure, and operational resilience under wartime conditions.
