Shelling of Ukraine's energy infrastructure critical for the operation of domestic NPPs, poses a threat to nuclear and radiation safety

This is stated in the draft resolution adopted at an extraordinary IAEA Board of Governors meeting on December 12, 2024. The draft was adopted by 22 votes of the Member States.

According to the document, attacks targeting Ukraine’s energy infrastructure critical for the off-site power supply of nuclear power plants represent a direct threat to nuclear safety and security. Such attacks violate one of the seven indispensable pillars for ensuring nuclear safety and security outlined by IAEA Director General Rafael Grossi, requiring secure off-site power supply for all nuclear facilities.

The resolution calls on the IAEA to continue to assess the risks and extent of damage to energy infrastructure in Ukraine including substations identified as essential for maintaining nuclear safety and security.

The document encourages all Member States to continue to strengthen the IAEA’s technical assistance and monitoring activities in Ukraine.

“The entire civilized world understands the level of danger posed by attacks on Ukrainian energy infrastructure. The support of this draft resolution is a clear indication of this. russian energy terror must be stopped, while the atom must remain peaceful,” said Energoatom CEO Petro Kotin.
