Public discussions of CCSUP implementation took place in the satellite cities of Ukrainian NPPs
10 to 13 November 2020, the satellite cities of Ukrainian NPPs held public discussions on implementation of the Complex (Consolidated) Safety Upgrade Program of nuclear units of the Nuclear Power Plants of Ukraine (CCSUP) and the Environmental and Social Action Plan, as well as the CCSUP stakeholders’ engagement plan.
Due to quarantine restrictions, the public discussions were held online. Specialists - consultants of the CCSUP Project Management Unit, the employees of Ukrainian NPPs, representatives of the NNEGC Energoatom Central office and other stakeholders attended the discussions.
Opening the discussion, Mr Ludvig Litvinsky, the Consultant of the CCSUP Project Management Unit, reminded that implementation of the Complex (Consolidated) Safety Upgrade Program of nuclear units of the Nuclear Power Plants of Ukraine is an important component of continuous safety enhancement process ongoing from the first day of their commissioning. He also informed of the current state of implementation of measures.
«Currently, the Company has implemented 988 out of 1,295 CCSUP measures, - he stressed. - Timing of implementation of specific measures on a specific power unit is set considering their safety impact, the expiration of the design service life, and the life of the specific equipment. To implement fully the remaining measures of the Program, it has been extended up to 2023».
The CCSUP implementation cost is covered by SE NNEGC Energoatom's own funds, as well as through the Loans provided by the European Bank for Reconstruction and Development (EBRD) and Euratom. The Bank has set special requirements for projects that is finances. They relate to the Project implementation and are reflected in the Environmental and Social Action Plan (ESAP), as well as in the Stakeholder Engagement Plan (SEP). The implementation of these plans was also discussed during the meetings.
It needs to be mentioned that since the CCSUP beginning, public discussions have been held annually, and all systematized information is published in the book of questions and answers for further monitoring of the work with the public. "Analyzing the number of requests and questions, we can conclude that the public is less concerned of the safety of existing power units in Ukraine today than it was when the CCSUP was just launched," - summed up Mr Litvinsky.
Implementation of the CCSUP measures allows ongoing compliance with all internationally recognized requirements for nuclear safety and environmental protection in order to ensure the efficient and reliable operation of the nuclear power industry.
